Městský dům Rumjancevova 696/3 in Liberec is a three-storey building built in 1899 according to the design of the Liberec architect Adolf Bürger. Originally designed for residential purposes, this object has become the site of key events throughout its history, including the function for the Gestapo and the subsequent use of the Red Army. The house is protected as a cultural monument and represents an important historical place with a rich past background.

It was created in the early 20th century when major changes were taking place in the Czech Republic and Europe, such as industrialization and political tension before the First World War. The architecture of the house is characteristic of the period of history, with the main facade oriented southeast. In the centre of the portal with the bay, which is repeated on the corner of the building. Above the entrance portal is stucco cartouche with a pair of spindles in the coat of arms and a pair of dolphins on the sides.

House ownership has undergone several changes. After his position he purchased the state building in 1937 for the establishment of a school of uniformed police. After the Munich Agreement and preventing the Sudet, the Gestapo took over the house, where it built prison dungeons and execution grounds in the basement. In the spring of 1945, the German - Liberec martial court held 18 death sentences. After World War II, the Red Army set up its staff here under the command of Colonel Lykov and later Rumjancev.

An important event was the opening of the 1984 Resistance Memorial, which after the Velvet Revolution was abolished. The Liberec Organisation Archa13 was involved in opening the basement torture chamber around 2015.
