Okresní hejtmanství in the street Fryštátská no. 178, located in the cadastral territory of Karviná- town and the local part of Fryštát, is a historical building from 1850, which is protected as a cultural monument since 1994. This building represents one of the most important buildings in this part of Karviné and during its existence it served various purposes such as the headquarters of the administration, archive and prison services.

The creation of this building is related to the reorganisation of public administration in the Austrian Empire after the abolition of the subordination in 1848. Under the Imperial Decree of 26 June 1849, the new administrative structure was approved, where the political districts became basic territorial units. For the areas of Těšín, Fryštát and Jablunkov, Okresní hejtmanství was created in Těšín, subordinate to Silesian village in Opava. In the first half of the 1950s, this assembly was divided into separate offices in three cities: Teschen, Fryštát and Jablunkov. In 1868 the court district Fryštát became part of the new political district Fryštát, which was cancelled after the break-up of Austria-Hungary.

The building is a stand-alone single-storey building with a rectangular plan and a saddlebag roof. On the court side, the attached annex served as a social facility. The street facade has five window axes, while on the ground floor there are glass doors with a skylight and rectangular windows on both sides. The facade is broken by a cordon ledge and a profiled crown ledge, which is decorated on the street facade with an arc mould. In the outermost axes under the crown ledge there is a smooth belt with rectangular intrusions and blind windows. Vertical breakdowns are provided by Lizens and Pilasters, which have volute heads and egg pattern. Three windows have rectangular parapet fillings with rectangular sections. The sides of the side are two axes and the shield contains soil windows and a blind circle.

The interior of the building shows various types of vaults: the corridor has a full vaults, while the rooms are encapsulated with patties or Prussian vaults. From the ground floor corridor leads a stone staircase with a decorative cast iron railing to the floor which contains a large room decorated with a Fabion ledge.

The building was built for the needs of the Fryštět capital. During the interwar period, the county chief of police was based here, and during the Nazi occupation it served as the seat of the German police. After World War II, the building was transferred to the property of the district building company and in the years 1964-1993 Karviná County Archive was based there. Since 1993, the building has been owned by the Czech Prison Service and serves as a prison of Karviná.

It was a year of turbulent, a year of revolutions that shook the whole of Europe, including the Austrian Empire, under which Fryštát fell at that time. One of the most fundamental consequences of these events was the abolition of submission. That was a huge break in history. People who were previously bound to the land of their masters have gained new freedom. But with this new freedom came the need for an entirely new public administration organisation. The state could no longer manage the country through old feudal bonds, needed a modern, efficient and centralized system of authorities. It is from this need of reorganisation that the Fryštětský district capital was created and this representative building was built for its needs.
